Not for the city days. The centre is walkable, parking in the old town is restricted and paid zones ring the centre. A better plan is to book the car for the days you leave town, collect it at the airport or a city desk, and hand it back before your last night.
What car suits Latvian roads?
A small or mid-size petrol car is enough. Main roads are sealed and quiet, though many country lanes to lakes, manors and beaches are gravel, so slow down and expect dust in summer.
